I bought a 99 TJ and to me it looks like the suspension is all cobbled up. It has 30 inch tires on it, but has a transfer case drop. One shock is broke and the other front shock looks like it only has about 1/2 inch of travel before it bottoms out. What I need to know is the length of the springs uncompressed and the length of the stock shocks. I was going to just buy a stock set of springs and shocks to put on it but decided that I ought to try to figure out what I have to work with and go from there. Thank You for any help or advice.

The Rancho Suspension catalog is perfect for this kind of thing...for shock length anyways. these are stock height shocks for 1997-2006 TJs RS999128= RS9000 front 13.390compressed 20.490extended 7.100travel RS999240= RS9000 rear 12.830compressed 19.190extended 6.360travel RS5128= RS5000 front 12.940compressed 20.920extended 7.980travel RS5240= RS5000 rear 12.890compressed 20.090extended 7.200travel
You can also find lifted shock lengths like this.
Hope this helps!
