my 97 grand cherokee charges at the very minuim,13.7v and no higher.have had 3 altinators different batterys,installed better wires and grounds, but it seems to do no good,some times when I reconnect the battery,s it will charge to 14.0v brefly but drops down again. The charging will not keep up the battery voltage when using headlights and wipers etc. Because the voltage regulator is in the PCM, I assume it needs replaced. question;to swap it out do I need the dealer to program the replacement. thanks for any help

Does it ever drop below 12-volts with all of your accessories on? If not then I don't think there is a problem.
