For the most part, '04 Wranglers do not have passenger air bag lock out switches like my '02 Wrangler has. Anyone have an idea how to retrofit an '04 Wrangler? I like to take my 2 yr old son for rides in the front seat.

In canada, we need a special form from the ministry of transportation. Take that to the dealer, with the appropriate signatures, and they will install a switch to disable it.
