I think you'll need 6" lift or you will have to cut up your fenders.

its possible to run the 35s with a 4in, although ur gonna need to run 10.50s, and on 15x8s at least. if u wanna run the 12.5s ur gona need to run 15x10 or maybe even 11s which wont look good at all because ur tires will stick out soo far.  if u wanna run ur 35s with 12.5s on somthing less than a 15x8 ur gonna need to lift it more thN 4 inch. also ur ride would be looking 100% better and a whole lot simplier if u just go ahead and run 33s   becasue then ur not gonna need that bigga rim and u wont have to worry about all the mess of the rim stuff.   sooo heres what id do since u have a 2 inch budget get a 1in body lift since anymore on the body is bad, and that totals u to 3in. then run the 33 12.5s  that would be ur best bet. if u insist on the 35s u should keep the bdget and get a real 3 or 4 inch kit =ing a 5 or 6incher leting u run the 35s bottom line 4inches with 35 wont look good and will be more work with fenders and rims than just geting a 6inch kit.

ALso theres a thing about running 35s called  upgrading axles and gears, so id stay away from them if ur not looking for the money involved

you dont need 6 inches of lift to fit 35's,i can fit them on my 3 inch lift with no street rubbing,off-road would be a differnt story.if you mounted them on a 15x10 it will pull them out and and not sit as high as a 15x8 would.and most tire companys dont make a true tire size,a goodyear mt/r 35' measures out 34.and as long as you dont hammer it on trails and keep it easy on the skinny pedal the axels will be fine, not saying later on you shouldnt upgrade, but as long as you know what you are working with, being causious, you will have no problems.the only thing you will regret is the gearing,it would take a minimum of 4.10's up to 4.88's to turn them.4.56 would be the best bet so you can go back to 33's if you dont like the 35's.

a jeep tj would not look good with 3 in of lift and 35s, jeeps dont deserve this, plus u would have big limitations wiht 3, as where as i described u would have less restrictions with a 5 or 6in.

looked and performed pretty well when they did the no lift tj with 35's in jp awhile back.id rather have a jeep set-up with the biggest tire with lowest ammount of lift, who cares if it rubs the plastic flares, they make more every day.you could put 10 inches of lift with even less restriction, but all you end up doing is wasting more money to get vibes out and abunch of other things that go along with huge lifts.on any jeep with 35's,6 inches or 3 to 4,measure the bottom of the diff housing, its going to be the same,no matter what you will only raise the axel what the tire size will allow.all you need is skidplate armour with a small amount and you jeep will perform the same as the one that sits high up in the air.the best thing you can buy for your jeep, that will get you down any trail is a winch, and with that you can follow the lifted rigs all day long down trails with 225-75-15's.

If you keep the spacer (budget) lift and add the 4" system, you should have no problem running 35x12.5x15's. You should not need to trim fenders or add a body lift.
