This just in from SEMA--it's very, very important for you to read this news alert and call or email the representatives listed. California is preparing to eliminate the rolling exemption so that all 1976-and-older cars will forever need to be emissions tested. You may not care about those cars now, but you may care in years to come, and we can't let this type of legislation get any more traction. Please help.

URGENT LEGISLATIVE ALERT (Important Update)


Emissions Exemption Repeal Bill Scheduled for April 12 Hearing in Sacramento


        Thank you for your enthusiastic response to our previous messages regarding A.B. 2683, the California legislation that would repeal the state's current rolling emissions-test exemption for vehicles 30 years old and older.  As you are aware, A.B. 2683 would repeal the current pro-hobbyist exemption and replace it with a law requiring the permanent testing of all 1976 and newer model-year vehicles. The bill will be considered in the California Assembly's Transportation Committee on April 12.  We will provide additional information as it becomes available.   


We Urge You to Contact the Members of the Assembly Transportation Committee (List Attached) Immediately to Request Their Opposition to A.B. 2683


Our arguments are the same:



  • Existing law in California exempts all vehicles 30 years old and older from emissions testing. 

  • California's current emissions-testing exemption recognizes the minimal impact of vehicles 30 years old and older on vehicle emissions and air quality.

  • Vehicles 30 years old and older constitute a small portion of the overall vehicle population and are a poor source for emissions reduction.

  • Antique and classic vehicles are overwhelmingly well-maintained and infrequently driven (about one-third the miles each year as a new vehicle).

  • Legislators and regulators are feeling the heat from a failed effort to meet air-quality goals and are looking for a convenient scapegoat.  The old car hobby should not carry the burden of their mistakes!

Thats one of the many reasons I dont live in Cal anymore, moved to the land of the smog free......rural Oreeeeeegon!!! And some day when they try to get all the old rigs off the road here, I'll fight 'em tooth and nail!!! GOOD LUCK!!!

Thats a bunch of b/s. When will they ever just give up?  No offense to any Californians, but it seems to me that everyone would just break camp and leave that godforsaken place I visited CA for 3 days back in 00. The only time that state looked good was when it was in my rear view mirror. Lets see  the water is nasty, the overly liberal government has hopes and dreams holding it together, most of the people I met seemed so self centered that they didnt know what time it was, that smoking ban seriously violates my rights as an american.  Im all for a "no smoking section" in a place of business. Nonsmokers have just as much right to enjoy clean air as I do to enjoy a marlboro. A state wide smoking ban not even in a bar or truck stop thats idiotic. Then theres that little earthquake thing I'm sorry but i like to know that the ground is somthing that I can always count on to be there not to open up and swallow me when ever it feels like it. Maybe God is sending Californians a message. While I was there I visited LA,SF,SD and everywhere in between just the drivers on the 405 was enough to make me uneasy. It has always bewildered me why people want to pile up in one place like rats in a bucket. I know this will piss some people off but I cant understand why you want to live this way.  I am a Southcarolinian here we have no emmisons laws (at least none that are enforced) gas is never more than 1.75 a gallon and thats super, smokes never more than 3 bucks a pack and you can if you have car trouble or anything 3 people will stop to make sure that your alright before you can reach for a cell phone. Anyway thats my "California rant" think about it and tell me what a moron I am.

negative on the moron thing....... I alway enjoy a little Calif bashing.....


as soon as I was able, I moved to Oregon....from the land of the opressed, to the land of the free..... still havent heard anyone from this site that is an Oregonian?????? sounds bad, but I dont even like to visit my folks there in Cali .......how in the hell could a  true redneck/hillrod survive in that vicious police state........NO SMOG ILLEGAL, GAS GUZZLIN, HEAVLY MODIFIDE, SMOKIN, GUN PACKIN, GO WERE I WANT TO, TYPE OF MO/FO,could truelly be comfortable livin there.........
