Is it possible to put 35" tires on a 4" lift with, will I need to regear?

If you have a 4cy yes you will have to regear and if you have a 6cy you can get away with out regearing it but you will probabaly loose 5th gear
As far as the lift goes if a 4" would be fine in conjunction with a body lift or maybe even springs spacers if you don't want to spring for the 6" lift.

you can always try fender trimming. there was a tj with 37 in jp and it only had a 4 inch lift.
