I'm relatively new to the jeep world and have been toying around with me jeeps four wheel drive. What is the best way to ut it in 4 high and 4 low? What speeds should I be going at and what kind of surfaces should I not use them on?

Using 4-Hi is easy. You can simply shift into 4-Hi and back into 2-Hi at just about any speed. The transfer case is designed to do this. 4-Lo is a little more tricky. If you have a manual transmission, stop completely and put the tranny in Neutral. Then pull the T-case shifter into 4-Lo. Don't force it though. Sometimes things don't line up just right inside the T-case so you may have to push the shifter back into 4-Hi and pull the Jeep forward or back a little before trying 4-Lo again. For an auto you can use Park or Neutral for shifting into 4-Lo but you obviously still have to stop the Jeep. I recommend Neutral. Again, sometimes it can be difficult to shift, but don't force it.
Shifting out of 4-Lo can be done the same way as shifting into it. You must stop.
The four-wheel-drive system in your Jeep is designed for off-road or slick surfaces. So, obviously don't drive on dry pavement in 4-Hi or 4-Lo.
All of this and more in in the manual.
