Your firing order is 1-8-4-3-6-5-7-2. Cylinder 1 is front driver's side (odd side) and cylinder 2 is front passenger's side (even side).
Verify that your spark plug wires are arranged on the cap in the correct order and that each wire is going to the correct cylinder.
Remove cylinder 1 spark plug. Put your finger in the plug hole firmly. Rotate the motor clockwise with a wrench on the front crank pulley nut. When you feel compression building with your finger in the spark plug hole, continue rotating the motor just until your timing mark lines up on the front cover. This is top-dead-center on the firing stroke for cylinder 1. Now remove your distributor cap and make sure that the rotor is pointing at the spot on the cap that you are using as the number 1 spark plug wire. If the rotor is pointing 180 degrees off, then your distributor is off and needs to be reinstalled 180 degrees from its current position. If the rotor is close to pointing at an adjacent position on the cap that you are using for the number 1 plug wire, rotate all the wires around one position on the cap.
If any of your plugs are wet with fuel, they won't fire. If the carb is pumping out fuel when you open the throttle plate, don't flood the engine. One squirt from the accelerator pump is plenty to fire the motor.
If the plugs are wet, you have to remove them and dry them out. While the plugs are out, rotate the motor with the starter to dry out the cylinders. Remember you're dealing with fuel, so be prepared with a fire extinguisher if the motor is spitting out fuel. If things are really wet, you might want to just let the fuel evaporate over night with the plugs removed.

Did you do a compression test? How about the fuel pump. Do you have 5-6 psi? Is the fuel new and not diluted with water? Remove the fuel line from the carb, crank the motor and put some fuel in a clear glass. Let it sit for a while to see if it separates.
