1987 wrangler won't start

i have an 1987 wrangler 4.2 auto 4" lift 33"tsl swampers i just got done rebuilding (frame off).
when i tore it down i just removed the harness from the firewall and laid it on the engine.
and now after i put it all back together it won't start and the back up lights are on in park,rev,neutral but not drive or 2,1.
now upon further investigation to the neutral safety switch and harness to engine bay i found a black wire with white stripe out of the weather pack for that harness with no place to go it comes out of the weather pack and that is it nothing attached to it.
but the book says it is the neutral wire. cool where does it go?(the black wire with white stripe coming out of the weather pack into the engine bay)that is my question?
i have been waiting a long time to drive this and now cold weather is coming on.
so any help would be great.
this is not my first jeep i have 3 others 79 fsj cherokee 2000 cherokee and 95 wrangler and my very first one was '78 cherokee . but this is the first time i've had this problem.
