Im right in the middle of building up my 84 CJ7 with the stock 258 and i have the opportunity to get a 304 for cheap and i was wondering if the 304 is worth the time, money, and effort to make the upgrade.

the 304 would be a great upgrade, and is a simple bolt in! the 258 bellhousing and stock mount locations are the same on both engines, so it is a very cheap conversion. AMC v8's need a good 4 barrel intake and a 600+ cfm carb to make them really shine. but, the stock transmission may not hold up to the added torque. the input shaft teeth, and reverse idler gear will be the first parts to fail. (my 360 ate four T-5 transmissions before i learned my lesson) just swap out the transmission, which you probly should do either way, and the rest of the drive train will hold up fine

You will be pleased with the power output by comparison.
