Rubbing problems

Hopefully someone can point me in the right direction.  I have a 2000 Jeep Grand Cherokee 6Cyl 4.0L Laredo 4x4. I have been having an issue for the past 3 years.  When it ever gets 30 degrees or lower out, every time I go over a speed bump or medium sized low spots in the road it sounds as if my front passenger side tire rubs against the tire well.  I just have the standard tires on the Jeep and I just replaced all four shocks with Monroe Sensa-tracks on the Jeep.  I thought the shocks would have fixed the issue but it didn't. I was just told yesterday that I would need to lubricate the rubber washers for the suspension which I did and it still didn't help. So if anyone has any ideas on what the problem is I would really appreciate it.

check you bumpstops, they or it may be smashed or missing, allowing the tire to contact the inner fender.

How's your tire pressure?  It seems odd that the temp would affect it, but it could be causing your tires to shrink, until they heat up.
